PSA: Proposal to Move ICC Codes to Five-Year Cycle Defeated

During the 10th Annual Business Meeting (ABM) of the International Code Council (ICC) in October, the ICC Board considered a resolution to extend the code development and publication cycle for ICC codes. The resolution was submitted by the Washington Association of Building Officials, who were concerned about the cost of purchasing new code books and the time required to train code officials on the new codes.

“According to ICC Board President Stephen Jones and CEO Dominic Sims, ICC members expressed their support for the three-year code development cycle by turning down a resolution that would have lengthened the three-year code cycle to a longer cycle, not to exceed five years,” said Sara Yerkes, Senior Vice President, Government Relations, ICC. “The ICC Resolutions Committee, after careful review, recommended that members disapprove the resolution because it could negatively impact the construction industry, damage relationships with standards developing organizations, and set back efforts to reduce the cost of construction,” she said. “The committee and members recommended further review of this issue and the ICC Board has committed to an open dialog on this matter in 2014. Timely adoption and enforcement of ICC model building codes provide worldwide minimum standards for safety, resilience, and affordability.”

Had the resolution been successful, it would have had an impact on all 50 states, similar to the movement in some states to move from a three-year code adoption cycle to a six-year cycle. The delay in publication of a new code would automatically delay adoption and implementation of that code in a state. This could result in the delay of implementation of improved safety requirements, new technologies, and other negative impacts.

The debate at the ABM resulted in the resolution being defeated by a vote of 63 percent opposed to 37 percent in favor. This result suggests that the issue will likely arise again.

PSA: Safeguarding Our Finances

This week your Board of Directors met to review our budget and consider ways of reducing our overhead. Our goal was to ensure that we have sufficient funds available should we need to hire a consultant to help in a code or standards situation. This goal has become more important following the loss of some members who did not renew for FY 2014.

As a result, the board approved a motion at this week’s meeting to change from monthly to quarterly board meetings, effective January 1, 2014. By eliminating eight board meetings we will also then reduce the time our association management company spends on this primary activity (scheduling meetings, sending reminders, participating in the meetings, taking minutes, posting minutes on the Members Only website), and our monthly management fee. We appreciate the flexibility Executive Director Bob McLean and his firm, REM Association Services, has afforded us by agreeing to this new contract. This change will reduce our monthly fee from $1,299 to $900.

The board will meet in December before moving to the quarterly meeting schedule. Our plan is to meet in January, April, July, and September. We also plan to continue with our virtual annual meeting, which we also will hold sometime in September. Next month we hope to set the date for the annual meeting. PSA: Members Elect New Directors, Board Elects New Treasurer

Al Carlson of Jessup Manufacturing Company and Paul Holmes of AddLight have been reelected to a second three-year term on the Photoluminescent Safety Association’s Board of Directors. Charles Barlow of EverGlow NA, Inc., was elected to fill the remaining year remaining in the term of a director who left the board. The election by the membership was held as part of the PSA’s 2013 Annual Meeting, held in September.

Subsequently the directors elected Barlow to be the association’s treasurer during its October 15 meeting. Barlow will be eligible for a complete three-year term when elections are held at the 2014 Annual Meeting.
